Heavenly Transfer's platform is used in leylines, or a "strategic location" and thus can't be moved like for whims. Each user picks 1 sub-forum location or topic where platforms can be replaced. Trips are always one-way. It requires a specific separate method that can send someone's location through sensory or having already prearranged coordinates on a map.

Objects and living beings can be transported. Both need a cellular defense of at least B-rank to survive. The prospect of needing further is considered in canon to be hiding Kumogakure's war potential as both Raikage were easily transported.
